NiuPay Limited has appointed Vontis Paska as General Manager for the Northern Region, strengthening its presence in Lae as the company expands its digital services across Morobe and other parts of Papua New Guinea.

Paska will take up the role on November 2, 2026, and lead NiuPay’s permanent Lae office, which the company announced at a Lae Chamber of Commerce and Industry business breakfast on September 28.

He will serve as the main contact for the Lae City Authority, users of its ServiceLink platform and organisations across Morobe and the wider Northern Region, supported by a locally recruited team.

Paska has worked with the Lae City Authority on ServiceLink, an online platform for land tax payments and other municipal services, since the project began.

He has also worked with the Department of Lands and Physical Planning on its ‘e Lands’ and ‘go Lands’ land administration platforms and the delivery of Papua New Guinea’s first digital strata titles.

Before joining NiuPay in 2023, Paska worked at the Internal Revenue Commission, where he helped deliver ‘My IRC’, the country’s first online tax payment system, in 2021.

He has more than 10 years of experience across the public service and private sector and serves as an executive board member of the PNG ICT Cluster.

NiuPay Chief Operating Officer Trevor Manokore said Paska’s experience working with the Lae City Authority made him well suited to lead the company’s regional operations.

“Vontis has worked alongside Lae City Authority from the start, and he has earned the trust.” Manokore said.
